Article 11 Right to a Healthy Environment

1. Everyone shall have the right to live in a healthy environment and to have access to basic
public services.

2. The States Parties shall promote the protection, preservation, and improvement of the
environment.

Article 19.8 Means of Protection

The Councils and the Inter-American Commission on Human Rights, in discharging the functions

conferred upon them in this article, shall take into account the progressive nature of the observance of
the rights subject to protection by this Protocol.
