Community Rights of Artisanal Fishery in Pattani Bay:
Dynamic on Community Rights Accessibility and Exercise from
Multi Dimensions

Abstract
This article is a part of the case studies compiled and analyzed within the
Participatory Action Research (PAR), conducted for the solving of human rights violation
problems on “the Community Rights Movement of Folk Fishing Communities in Pattani
Bay Area” . The reseach aims to study, compile and analyze the situation and problem of
community rights, pertaining to the resource management and the marine natural resources
accessibility for life earnings and income generations of fishing folks in Pattani Bay area. It is
conducted and designed through the qualitative methodologies, covering the focus group
meeting; the learning and information sharing platform; the in-depth interviews with
community members and the site visit through Pattani Bay area. Its content comprises of
the definition and perceptions towards community rights in Pattani Bay of folk fishermen,
of ordinary people and of state authorities which are different and responding to the contexts
and situations in the area and through actions taken by various actors towards community
rights in public sphere of the Pattani Bay area; and the laws and regulations pertaining to
the movement on community rights, constitution and related laws, including complaint
and human rights violation investigation report, conducted by the National Human Rights
Commission. These all help to make more understandings on rights and duties frames of
those in charge and relevant with solutions made by the end.
