directly to the rights of land and landutilization of people. It consisted of overlapping
boundary bewteen state’s land among many government departments, classification of

land and defining boundaries do not conform to the reality, and delay of process of
boundary classification in the state land.

Futhermore, the study found an importace complain about state’s land
and forest area to the National Human Rights Commission. The complaints were colleted
and gathered from difference study provinces. Those were quite serious problems which

needed to sumit to who have responsibility to solve it in propely ways. The main
problems were top-down method of the State for classifying of landutilization in
country, conflicts and problems of land boundary among government agencies and

public still remain, incorrect of state land bouldary, effecting of strong legal punishment
being the cause to people losen opputonity to utilize of their land and human rights,
people’s participation is ignored in practical, overlapping of state land boundary and
laws rerated to the national park do not conform in current situation and people losed

their rights of land in conservation zones.
Other result of study was summing-up a guideline for people’s participation
in defining the boundaries of the state’s land were:

i) Relationships with the participation, information and decentralization have

to be continuely consolidated as a single issue,
ii) Overlapping of state’s land boundaries effecting to people must be

corrected suddenly,
iii) The division responsible for approving the ordinance or ministerial

regulations has no knowledge with maps, hence it is an operation with which the party lacks

knowledge or proficiency in, causing delays and errors in mapping the attached maps of the
ordinance or ministerial regulations, a division should be set up for this specific issue,

iv) Public defines the rights of ownership and usage on reserve lands

appear to be those who are unlawful, affecting ways of life, the state should act as a
person in charge of responsibility on helping people,

v) Classification of landutilization based on the National Plan and

Development has been change of its form and utilized improper ,
vi) Building up people partiopation on conservation of natural resources

was not neglected. Immigration of people in conservation area and national park were
emphasized more than other solution ways,
