The Role of Civil Society on The Management of Unidentified
Dead Bodies After Postmortem Examination :
A Study in The Bangkok - Metropolitan and Eastern Thailand

Abstract
A study of civil society’s role on the management of unidentified dead bodies
after postmortem examination focuses in the area of Bangkok - Metropolitan and eastern
Thailand. This research aimed to study roles, laws and regulations of civil society organizations
involved in the management of unidentified body after postmortem examination. The
research methodology used in this study were documentary and qualitative research by
gathering the information from the key informant representatives from several civil society
organizations such as foundations that manage unidentified dead bodies and have a procedure
for cemetery an unidentified burial. Important information was analyzed the content of roles
and consistency of regulations and requirements for the proper handling of civil society
organizations to the management of unidentified body in Thailand.
According to the study, there are two clear written documents related to the
management of unidentified dead bodies, which are (1) the regulation of the office of the
prime ministry for missing persons and unidentified persons identification, B.E. 2015 and
(2) the order of the Royal Thai Police on the management of unidentified dead bodies.
These documents both provide detailed guidelines for managing unidentified dead bodies
for government agencies, however, the policy and budget management described in each
document showing little differently. Also, the operational roles and responsibilities of each
civil society organization are clearly defined and independent, yet lack of regulations and
laws seem to be a major factor that apparently affect the organization. With this, civil society
significantly needs more government support to establish rules and standard practices to set
up a management system for unidentified dead bodies in Thailand. This believes that all the
data and information can be effectively used and shared across the organizations to help
facilitating justice system as well as to maintain public trust and confidence.
