                    As regards the situation in the southernmost provinces, the number of violent incidents in 2019
              significantly decreased from the previous year. Records of 2019 showed that there were 411 violent
              incidents in the southern border provinces in which 180 people were killed and 243 people were
              injured, compared with 548 incidents in 2018 in which 218 people were killed and 265 people were
              injured. The relevant government agencies have made efforts to address issues of alleged violations of

              the rights of detainees by adopting preventive measures such as installing security cameras in detention
              facilities to record interview process, assigning permanent medical personnel to places of detention,
              providing opportunities for relatives to visit detainees, and coordinating with NHRC staff on requests
              to visit detainees. Moreover, government agencies have organized human rights training programs for
              authorities on how to treat detainees based on human rights principles. However, the NHRC continues
              to receive complaints about ill-treatment of detainees, as well as about DNA testing conducted on
              people in certain areas. People who are affected by violence, have been provided with both financial

              and psychological remedies. A coordination center for human rights for children and women in the
              southern border provinces has also been set up to promote collaboration between the government
              and civil society in this regard.

                    The NHRC has put forward the following recommendations on this issue: Relevant government
              agencies should continue providing trainings to law enforcement officials to enable them to perform
              duties in consistence with human rights principles and adopt measures to ensure that human rights
              principles will be observed in practice. The consideration of the Bill on Prevention and Suppression
              of Torture and the Disappearance of Persons B.E. .... should be expedited. Measures should be taken
              to address the psychological effect of violence on children, ensure that orphans receive appropriate
              education and development, and promote occupations for women who have lost the heads of

              their families so that they can continue to live a decent life.
                    With regard to human trafficking, the government has improved the law by issuing the Emergency
              Decree to Amend the Prevention and Suppression of Trafficking in Persons Act to include the offense

              of forced labour. On the suppression side, there were arrests and prosecution of offenders of whom
              many were punished, including government officials involved in the crime. Meanwhile, cooperation
              has been sought among neighbouring countries to facilitate the return and reintegration of victims of
              human trafficking. The works of relevant agencies in screening and providing protection and assistance to
              the victims were integrated for more efficiency.

                    The NHRC’s recommendations on this issue include the monitoring of the outcome of the
              suppression of forced labour in the fishing and other industries, particularly the screening of victims
              of forced labour, which may be different from the screening of victims of human trafficking; and
              the consideration of the Bill on Prevention and Suppression of Smuggling of Migrants, B.E. .... in line
              with Thailand’s obligations in the Protocol Against the Smuggling of Migrants by Land, Sea and Air,
              supplementing the United Nations Convention against Transnational Organized Crime should be

              expedited.
