                                                               Songkhla Declaration

                                                Social- new community which is possible


                               There have been many economic, social, political and environmental changes in

              Thailand since entering into our current era of globalization. The growth of the trade system, new
              development policies, as well as the political instability in the south affect all Thai citizens,

              regardless of creed or way of life. These factors contribute to turmoil and agony within the
              country. For these reasons, we are interested in creating a new society in which all people can

              define our new  society and which is in agreement with their desire to co-operate a new network
              to protect as well as to create a new society.

                           As citizens, we declare that

                           1. We  are  commited  to  promoting  morality  and  to  supporting  fellow  citizens  in
              preparing themselves for the new society, which will be defined around a central goal of self-

              determination of local communities.

                            2. We  are  commited  to  preventing  our  state  from  becoming  a  victim  of  illegal
              invasion, outside compulsion, or any other wrongful acts. As citizens, we uphold our community's

              rights, and we reaffirm our desire to not have trouble like in the past.
                            3.We are commited to creating a society in which all citizens will be treated equally,

              without any distinction or discrimination in regard to ethnicity, gender, language, religion, etc.
                            4.Taking our own history into consideration, we declare that we will use our power

              to create a new egalitarian community.

                            5. We are commited to complying with the Songkhla Declaration in achieving the
              following goals:

                     5.1 Using  the religious teaching  to develop the community (Kumpong takwar) according
              to four pillar principles.

                     5.2o uphold and protect the rights of minority cultural and ethnic groups and to consider

              them as equals in the community without any kind of discrimination.
                     5.3 To provide the opportunity for all citizens, regardless of gender, to help develop and

              consider  new  policy,  as  well  as  participating  directly  in  implementing  that  policy.  We  are
              commited to preventing any kind of oppression or discrimination on the basis of gender.

                     5.4 All  minors  have  the  same  rights  to  freedom  from  discrimination;  also  minors  will

              contribute equally to social development.
