                    Identifying Basic Indicators for the Compliance with
                                 Human Rights Obligations under
                          the Universal Declaration of Human Rights*

                                                  Abstract

                           This paper aims to explain how basic human rights indicators which will
               be used by the NHRCT have been developed. It discusses functions of indicators for
               the observance of international obligations. It illustrates how to identify key elements
               responding particular human rights problems in the Thai society and what sorts of

               data/ information shall be used for the assessment of their linkage to the indicators
               characteristics. 420 indicators have been identified. Among these, 194 are key indicators
               and 226 are supporting indicators. The research categorized them into five groups;
               indicators for- (1) the right to self-determination and participation in public affairs,
               (2) the right to life and the rights relating to security of person, (3) the rights under
               justice system, (4) the rights relate to freedom of conscience, opinion, expression,
               association and assembly, (5) the right to standard of living and social security.
