Executive summary

The purpose of study of situation of rights and status of people in
Northeastern of Thailand is to investigate the situation and problematic conditions of

Lao immigrants living in Thailand in terms of working, living conditions, and current

problems; to encourage learning and sharing process of human rights between the

victims of rights and personal status problem and related agents; and to propose the

ways of dealing with the problem.

The nationalityless people in this study can be classified into two groups: (1)

Lao immigrants living in Thailand because of evacuating from Lao revolution,

marriage with Thai spouse, job seekers, including the migration for better medical
care in Thailand and (2) children of those migrants, were born in Thailand, had not

have birth registration. In addition, there are rootless person who have no parents or
abandoned people since they were young who rootless life; to certify their rights to

live in Thailand; and to be able to access to basic rights such as health insurance,

traveling and working permit, and development of quality of life.

Learning process on human rights among the nationalityless people was

provided through the learning and sharing activity among them, researchers, and

related officials. This activity were aimed at least to recognize their own rights as a

human being.

The suggestion is that National Human Rights Commission of Thailand (NHRC)

should play the main role to develop supporting process to educate staffs who work

concerning with rights and personal status to understand related laws and

regulations and they could disseminate information to relieve the problem in the

Northeast. “Center of Rights and Personal Status Advisory of the Northeast of

Thailand” should be established. Moreover, NHRC should be the agency to integrate
