5. Relation between the NHRC’s Strategic Plan
○

○
and the Master Plan
○
○
○
○
When the Cabinet approved the draft Master Plan in October
○
○
2000, the Secretariat of the Cabinet had a note to the NHRC
○
○
○
informing that the Master Plan covered as many as 31 Action
○
○
○
Plans, which required a large sum of budget with different
○
○
timeframe and many responsible agencies for implementation.
○
○
○
Therefore, to implement the Master Plan with efficiency and in
○
○
○
a co-ordinating and systematic manner, all responsible
○
○
organisations of each Action Plan were requested to consider
○
○
○
details of activities in each respective Action Plan and report to
○
○
○
the Cabinet. In this connection, the Secretariat of the Cabinet
○
○
○
was appointed a focal point for co-ordination and monitoring.
○
○
○
○
In developing the NHRC’s Strategic Plan, the contents of the
○
○
Master Plan were taken into account, especially the part of human
○
○
○
rights conditions in Thailand which was analysed and synthesised
○
○
○
by experts in various fields. In addition, some goals under the
○
○
Ninth National Economic and Social Development (NESD) Plan
○
○
were also considered in order that the implementation of the
NHRC’s Strategic Plan will support the other two major national
plans.
