Submission of the National Human Rights Commission



                    of Thailand on Thailand’s implementation of the



                         International Covenant on Economic, Social



                                              and Cultural Rights

               1. Thailand has developed a five-year national development plan as


               a framework for the country’s development efforts since 1961. The


               Eighth National Economic and Development Plan, which was


               implemented from 1997-2001, marked a major shift in Thailand’s



               development strategy from putting too much emphasis on economic


               growth  to  placing  people  at  the  centre  of  development  with


               participation of all sectors of society in the development process.


               The Plan advocated for an integrated approach to create a more


               balanced development, the concept which continues to form the


               basis  of  the current  Eleventh National Economic  and Social  Plan



               (2012-2016).



               2. The Constitution of the Kingdom of Thailand of 2007, which had


               been  in  force  from  August  2007  until  May  2015,  guaranteed  the

               rights  of  the  people  in  relation  to  the  development  process.


               Sections 66 and 67 of the Constitution stipulated that individuals
